Mrs. Rakhee Gupta Bhandari is an IAS officer from the 1997 batch of the Punjab Cadre who has held various important positions in the Centre as well as the State Government. She has served as Joint Secretary in the Ministry of Home Affairs. Apart from this she has additional experience of working in the Ministries like Ministry of Water Resources, River Development Ganga, Rejuvenation. Ministry of Drinking Water & Sanitation, Ministry of Power, Railways and Ministry of Textiles and Director NIFT. She has also worked as Deputy Commissioner of Faridkot, district in Punjab, Principal Resident Commissioner, Punjab Bhawan, New Delhi, Principal Secretary to Hon’ble Governor, Punjab, Chandigarh & Principal Secretary Department of Sports, Principal Secretary Department of Parliamentary Affairs Punjab, Principal Secretary, Department of Tourism and Cultural Affairs, Government of Punjab, among the other important assignments she has held in the State of Punjab. She has also attended the 57th National Defence College course in Delhi.
She is a Graduate in Psychology (Hons.) from the Lady Sri Ram College, New Delhi, a Postgraduate from Delhi School of Economics and an M. Phil in Defence and Strategic Studies from the National Defence College (NDC), New Delhi, University of Madras. She has completed an Advanced Management in Public Policy from ISB.
Besides having won many awards, medals and scholarships such as the University Postgraduate Scholarship and being adjudged as the Best Student in Psychology in Lady Shri Ram College, New Delhi, she is a recipient of the prestigious "Stree Shakti Puruskar" award in 2011 under the Category of Rani Rudramma Devi Award for administrative skills, leadership quality and commendable work for the overall development of women by H.E President of India on International Women' s Day. She is also a recipient of the “Distinguished Alumna Award” from Lady Shri Ram College, recognizing her exceptional contribution to the field of public administration and the “Illustrious DAVian Award (IDA) 2020” by DAV Group of Schools, Chennai awarded to her for outstanding contribution in leadership, extraordinary achievements, and contribution to society. She is also a recipient of the “Melodious Voice Singer of Punjab Award” at Sapta Sindhu Solidarity Cine Awards & Conclave, Mohali in 2025. She is also a recipient of the “Dr. Sarojini Naidu international Award” for working women 2025 by the International Chamber of Media & Entertainment Industry.
She has many accolades to her credit, including the President of India's Silver Medal for Census Operation in 2001, and was also deputed by the Govt. of India to Bhutan for overseeing the first Parliamentary electionsas a National Observer.
She is a multi-faceted personality who in addition to her intellectual and professional pursuits has an avid interest in music also. “Times Spiritual Music” has released Krishna Bhajan titled as “Main Toh Ratungi Radha Naam” on 19 October, 2020. Video has garnered around 5,05,615 views and has been appreciated by leading singers and musicians like B. Praak, Gurdas Maan, Jaani, Late Sh. Sidhu Moose Wala, Late Sh. Narendra Chanchal, Shibani Kashyap and actors like Girija Shankarand Sunil Grover also lauded the Bhajan.
Subsequently, the Second Krishna Bhajan was released by “T-Series Bhakti Sagar” titled as “Aiso Mann Hoye” on August, 2021. Video garnered around 3,67,214 views and has been admired by the fraternity of leading singers and musicians like B. Praak, Amy Virk, Gurdas Maan and actors like Sonam Bajwa (Punjabi film actress), Kapil Sharma (television entertainer), Raj Babbar, (Actor & M.P. Rajya Sabha) and theHon’ble Chief Minister of Punjab, Capt. Amarinder Singh.
A Punjabi video song was released by “White Hill Music” titled ‘Mahiya’ on May 05, 2024. Video garnered around 4,43,333 views” . A series of bhajan were released by her, one bhajan released by “Sadhna Bhajan” titled as “Baake Bihari Ke” on May 20,2024. Video garnered around 1,816 views. Another bhajan released by “Sadhna Broadcast Ltd” titled as “Shukriya Mere Siya Ke Ram” on May 29, 2024. Video garnered around 78 views. Another bhajan released by “India’s Leading Spiritual Channel” titled as “Har Har Shambhoo” on July 08, 2024. Video garnered around 2,601 views on Ishwar TV and 822 views on Sadhna Bhajan and one new song was released by “Tips Punjabi” titled as “Birkhan De Ohle” on 31 July, 2025. Video garnered around 1.6 million views. One new song was released by “White Hill Beats” titled as “Sohni Zindagi” on 7th November, 2025. Video garnered around 2.4 millons views.
She has also represented India at the 29th& 30thAnnual Human Rights Council in Geneva in 2015 and has also led the international delegation in Germany. In addition, she has participated in international delegations as a member in Qatar, Pakistan, China, Syria and Dubai She has an avid interest in writing and has published many articles and poems in leading newspapers and magazines. She is also a motivational speaker and a life coach and has encouraged many students in various schools & colleges through her addresses and podcasts.
Presently she is posted as the Principal Secretary, Ministry of Food Processing.
